In a strong show of unity, the European Union’s top institutions have committed to an ambitious roadmap aimed at creating a fully integrated single market across Europe by the
end of 2027.
The agreement, titled “One Europe, One Market,” was formally endorsed through a Joint Declaration signed by the Presidents of the European Parliament, the European Council, and the European Commission. The signing took place on the sidelines of an informal summit of EU Heads of State or Government held in Cyprus, which currently holds the rotating presidency of the Council of the European Union.
The roadmap signals a coordinated effort by the EU’s key institutions to act decisively amid ongoing geopolitical tensions and economic uncertainty. Leaders emphasized that strengthening Europe’s competitiveness is now an urgent priority, and the plan lays out concrete steps and deadlines to accelerate progress.
At its core, the initiative is both a political pledge and a practical framework for action. It sets clear targets for proposing and approving new legislation, ensuring that decision-making processes move forward without unnecessary delays. To maintain momentum, the institutions have agreed to conduct quarterly reviews, allowing them to track progress and address potential obstacles in real time.
The roadmap also clarifies the responsibilities of each EU body, aligning tasks with their respective roles while promoting closer cooperation. Transparency is another key element, with regular assessments planned to keep both policymakers and the public informed about developments.
Building on existing monitoring systems, the EU aims to ensure that the roadmap does not remain a symbolic gesture but translates into tangible results. By committing to regular oversight and accountability, leaders hope to turn the vision of a seamless European market into reality within the next three years.
Roberta Metsola, President of the European Parliament said: “This Roadmap reflects what the European Parliament has been calling for: a stronger, more competitive and resilient Europe. It is ambitious, it strengthens our capacity to withstand shocks, and it provides predictability to our citizens and businesses. We said we would take bold decisions and we are doing it. This is Europe responding to what it needs.”
Nikos Christodoulides, President of the Republic of Cyprus as the Rotating Presidency of the Council of the European Union said: “This Roadmap marks a turning point in advancing Europe’s competitiveness agenda. Moving forward with its implementation is not merely a regulatory exercise. It is a strategic necessity to reinforce Europe’s competitiveness, resilience, and long-term prosperity, within the framework of a truly integrated Single Market and a stronger, more cohesive European Union.”
Ursula von der Leyen, President of the European Commission said: “These actions will boost Europe’s economic growth, guarantee our digital transformation, and strengthen industrial resilience. This is an absolute priority of this Commission and with this Roadmap, we have the way forward.”
