The European Commission on Wednesday unveiled a new Global Health Resilience Initiative aimed at strengthening the European Union’s ability to prevent, prepare for and

respond to future global health crises, while supporting more resilient health systems worldwide.

The strategy positions the EU as a leading global health actor at a time of rising geopolitical uncertainty, growing pressure on healthcare systems and lessons learned from the COVID-19 pandemic. Officials said the initiative is designed to help Europe react faster to cross-border health threats through stronger international cooperation, diversified supply chains and reinforced crisis-response mechanisms.

The framework also seeks to boost the EU’s strategic autonomy and competitiveness, while helping partner countries reduce dependence on external aid and move toward greater health sovereignty.

At the centre of the initiative are five priority areas intended to strengthen global coordination and resilience.

The Commission said the EU will work to create a more effective and less fragmented global health architecture, particularly by addressing financing gaps and improving coordination among international actors. Brussels noted that more than €6 billion has already been mobilised for health investments through the Neighbourhood, Development and International Cooperation Instrument – Global Europe, while health remains a core pillar of the EU’s Global Gateway investment strategy.

Another key objective is reinforcing country-led health systems. The Commission stressed that strong national healthcare systems are essential for crisis preparedness and continuity of care during emergencies. EU support will focus on investments, technical expertise and strengthening primary healthcare services in partner countries.

The initiative also aims to enhance international prevention and response capabilities for epidemic threats. Plans include strengthening global surveillance networks and ensuring better access to medical countermeasures such as vaccines, diagnostics and therapeutics. The EU additionally intends to support the creation of a global health and resilience tracker to monitor worldwide health spending.

Diversifying supply chains and expanding manufacturing capacity for critical health products forms another major pillar of the strategy. The Commission said the initiative would promote European medical innovation while encouraging investment in local production capacities, infrastructure, skills and employment opportunities in partner countries. This includes accelerating investment tools such as the Team Europe Initiative on manufacturing and access to vaccines, medicines and health technologies, known as MAV+.

The fifth priority focuses on combating health-related disinformation and misinformation. Brussels said strengthening trust in science and evidence-based policymaking will be crucial to improving public health communication and countering false or misleading information during future crises.

To implement the strategy, the Commission outlined nine flagship measures to be launched between 2026 and 2027 at national, regional and global levels. The measures are expected to focus on preparedness, coordination and long-term system resilience.

The initiative builds on existing EU programmes, including the European Health Union, the Preparedness Union Strategy and the EU Global Health Strategy.

Through the Global Gateway programme and the Team Europe approach, the EU said it is combining public and private financing to help partner countries strengthen their capacity to anticipate, detect and respond to cross-border health threats.

One of the bloc’s flagship health programmes, MAV+, has already invested around €2 billion to improve vaccine, medicine and health technology manufacturing across Africa.

The Commission also highlighted the EU’s continued support for multilateral health institutions. The EU recently pledged €700 million to the Global Fund, while the EU and its member states contributed €1.7 billion to the World Health Organisation during 2024 and 2025.

Additional funding has been directed toward research and humanitarian health programmes, including nearly €1 billion from Horizon Europe for health innovation and more than €130 million through the EU4Health programme for international partners. In humanitarian settings, the EU allocated €745 million to health-related interventions between 2022 and 2025.
