The European Commission has widened access to its flagship Blue Book traineeship programme, allowing graduates from vocational education and training (VET) to apply
for the first time under a revamped set of rules aimed at making the scheme more inclusive and better aligned with Europe's labour market needs.
The reforms create a single, modern framework for the Commission's traineeship programme, replacing several separate sets of rules with one streamlined system. Officials say the changes are designed to recognise a broader range of educational pathways while supporting the EU's wider ambitions to tackle skills shortages and improve employment opportunities.
Opening the programme to VET graduates marks a significant expansion of eligibility. Until now, the prestigious traineeship has primarily been aimed at university graduates. The Commission said the move acknowledges the growing importance of vocational education in meeting Europe's workforce demands and gives more young people access to experience within the EU's public administration.
The revised framework also improves financial support for trainees by restructuring grants and allowances, with the aim of reducing economic barriers that may discourage candidates from applying. The Commission said the changes would make the programme more accessible to participants from different educational and social backgrounds across the EU.
The updated rules strengthen safeguards on equality and workplace standards, introducing clearer provisions on preventing harassment and discrimination while reinforcing commitments to fairness and equal treatment. Greater emphasis will also be placed on geographical balance to ensure wider representation from across the bloc's member states.
Commission officials said consolidating the rules into a single framework would simplify the application process, improve consistency across the programme and make it easier to administer.
The new regulations will govern future editions of the Blue Book traineeship, which the Commission hopes will continue attracting talented young people from EU member states and candidate countries while providing a high-quality and inclusive training experience.
The revised rules will apply from the traineeship session beginning in March 2027. Applications for that intake will open on 22 July 2026 and close on 4 September 2026.
The Blue Book traineeship is the European Commission's flagship internship programme, offering participants practical experience of EU policymaking and the work of the Commission, as well as placements in 14 EU agencies and bodies and the European External Action Service. The programme attracts around 36,000 applications each year for approximately 2,000 traineeship places, making it one of the most competitive internship schemes in the European Union.
